Massive stockpiles aren't even a problem until ultra-lategame, what's the issue here? Taxation only kicks in past 50,000 units, and it doesn't even scale very significantly. If you've really got nothing to use your items on, it's not that hard to get up to like 200-250k items stored, you'll still only be losing a relatively minor fraction of your total production.It's basically just a safety thing to make sure people can't just sit for two years and end up with a hundred million items stockpiled. At realistic timescales, its effect is very minor, and again, it literally does not come into play until the late game.Realise also that by late-game, if you wanna do anything, you'll probably have multiple nations working together - either as a tight-knit alliance, or as a large empire. And the stock limit is per-nation, so you can start distributing stockpiles to minimise taxation.
