Is there a tool that gets the color palette of an image and allows you to disable specific colors? By that I mean, you can disable all instances of that color in the image. I would prefer if the tool was free or had a free trial period.

Krita is free and has this tool https://docs.krita.org/en/reference_manual/tools/similar_select.html
which should allow you to reduce the fuzzieness to zero to ensure it's will grab the exact color you want, then click on the color in the image, then press delete on your keyboard to remove all example of that color.
